As part of the Summit for Action on AI on February 10 and 11, Mr. François BAYROU, Prime Minister, chaired this morning the first interministerial committee on artificial intelligence, receiving almost all the ministers of the government (Bruno Retailleau, the Minister of the Interior, was absent because he was busy presenting a press conference on his plan to combat drug trafficking)
We present the essential elements presented in the press kit which presents the 3rd part of the national strategy initiated since 2017. In this plan entitled "Making France a power" of AI 2030 on Artificial Intelligence, concerns new infrastructures, additional investments within the framework of France 2030, training and talent attraction programs, facilitating access to public procurement for AI players, dedicated roadmaps for each ministry, inclusion digital of all citizens… The entire Government is mobilized to make AI a lever for transforming all our ecosystems. In France, it is regrettable to note, even at the highest level of the State, that inclusiveness in terms of diversity and inclusion of disabled people is not as genuine as it claims to be, and one wonders how the control of AI.

The entire Government is mobilized to make AI a lever for transforming all our ecosystems. In France, it is regrettable to note, even at the highest level of the State, that inclusiveness in terms of diversity and inclusion of disabled people is not as genuine as it claims to be, and one wonders how the control of AI, already declined, will evolve with regard to the very many existing declines in this area....
Indeed France, one of the world leaders in Artificial Intelligence, has been preparing for several weeks to welcome many heads of state and big bosses of TECH and especially AI in the Action A.I SUMMIT 2025 at the Grand Palais (Champs Élysée) and the Élysée Palace.
On this occasion, the President of the Republic Emmanuel Macron explained: "We need more economic and European patriotism. We have to go all out, buy French and European artificial intelligence whenever it exists!" "Are we ready to fight to be fully autonomous, independent, or do we let the competition be reduced to a battle between the United States of America and China?" declared the Head of State on February 7, 2025.
Indeed France, one of the world leaders in Artificial Intelligence, has been preparing for several weeks to welcome many heads of state and big bosses of TECH and especially AI in the Action A.I SUMMIT 2025 at the Grand Palais (Champs Élysée) and the Élysée Palace.

Faced with the meteoric rise of AI, symbolized by the arrival of Deepseek, France intends to position itself as a major player in this revolution. The AI plan, initiated in 2017, is entering a third phase focused on the dissemination of AI throughout society and supporting the French to avoid a new digital divide.
The plan's priorities:
1-Investing in people: Financing research centers of excellence to train the talents of tomorrow.
2-Investing in the territory: Development of 35 sites to host data centers, based on access to reliable and carbon-free energy.
3-Public procurement: Use of public procurement to support the French AI sector and guarantee economic sovereignty.

2-articipation: Involving workers and unions in developing its regulation.
3-Public debate: Organization of "AI cafés" throughout France to encourage discussion.
4-Trust: Creation of the National Institute for the Evaluation and Security of Artificial Intelligence.
The objective is to make AI a tool for citizens who are "masters of their destiny", responsible and free, while avoiding the obedience and irresponsibility denounced by Bernanos in "France against the Robots". The strategy implemented since 2018 has already made France a champion of AI, with global recognition, sustained innovation dynamics, record fundraising and the establishment of international players.

This is one of the first global summits on the meteoric rise of generative artificial intelligence, since the exponential rise of Chat Gpt among others, the fruit of a decade of research by OPENAI, led and founded by Sam Altman. The summit, is paving the way to a global discussion about how to embrace the arise of generative I.A, its governance over the way states are going to make it legitimate and establish a framework when it comes to the array possibilities, reaching out all sectors, yet, to protect the citizens from any control freak, from the A.I bad users…
This is why the Summit to be very soon held in Paris will be co-chaired by French President Emmanuel Macron and Indian Prime Minister Narendra Modi. It will take place at the Grand Palais in Paris and will bring together nearly 100 countries, leaders of international organizations, researchers and representatives of civil society on February 10 and 11, 2025. Knowing that since February 6, conferences bringing together high-profile scientists have already taken place in Paris Saclay. François Bayrou, the French Prime Minister, presented the 2025 budget and the PLFSS to the National Assembly. Faced with opposition, he used Article 49.3 of the Constitution on February 3, 2025 to have these two texts adopted. Bayrou used Article 49.3 once for the State budget and a second time for the first part of the Social Security budget4. This decision led to the filing of a motion of censure by the LFI group, which was not supported by the Socialist Party or the National Rally1. The Bayrou government thus avoided falling, unlike the previous Barnier government. The adoption of the PLFSS 2025 is expected in the Senate around February 17 or 18, 2025.
Since his recent political masterstroke of resisting threats of a motion of censure, Prime Minister François Bayrou continues his path of "recovering the political crisis" and while interesting all his ministers in the subject of artificial intelligence which is at a point not to be missed: "Silicon Valley is rolling out its red carpets for our digital and artificial intelligence engineers. We, the French, are giants of computer, algorithmic and automatic research. Let us not let ourselves become dwarves of the new economy which will be precisely based on digital technology" he declared.
OUR STRATEGY MUST ENTER ITS 3rd AMBITIOUS PHASE ON THE DIFFUSION OF AI
The Prime Minister also explains that "Artificial intelligence is a change of being for our humanity. Our national strategy must enter its third phase, ambitious on the dissemination of AI in industry, in public action, training and research".
French PM François Bayrou also announced that the third phase of the national strategy for AI will be "supported by an investment program in infrastructure".
The head of government specified that the artificial intelligence summit, which will be held in Paris in February, "will reflect this ambition".
The Prime Minister also launched "a call for expressions of interest" for the first quarter of 2025 in order to "identify AI solutions for the public sector", with a "referencing system" for companies.
